Use case: AI for Physics-inspired Hydrology Modeling

This is a new use case that can be added to the website after some issues are resolved.

The AI for Physics-inspired Hydrology Modeling is from the Earth AI book material. This does launch in Google Colab but not in Binder.

It is currently one markdown file (introduction) and one large jupyter notebook, which we may want to separate into a couple of smaller sections or notebooks.

This repo is not currently building a jupyter book for github pages.
