Update key software versions

It would be good to update Ubuntu to 16.04 and PostgreSQL to 9.4 or 9.5.

Even more important would be to update the rendering style, because current osm-carto is constantly changing and XML Mapnik version is not used for production for quite a long time. We (the osm-carto developers) would be happy to also add Kosmtik, so this image could be used as a development environment.

What do you think about it? Do you plan to still maintain this image or we could just fork it?

I have the container updated locally inside our project, will try to make it a fork in the coming days. Contact me if you want the container earlier. Happy for you to make any amendments to it.

That would be nice, but the problem is we don't know the license of this project yet, so any fork is not clear in this regard too...
