Support configurable timout for initial response

When a client sends a command the GMP waits for 1 sec for a response
This value can be changed on a per instrument basis but only when using the java api. It maybe more flexible if this timeout would be optionally passed as a body on the message to allow non java clients to specify a per-instrument timeout
