Add tf visualization plugin GUI config:

Move tf visualization plugin from pluginlib to ignition gui plugins
Show/Hide frame name
Show/Hide frame arrow
Show/Hide frame axes
Show/Hide frame axes arrow head
Change visual frame marker scale
Show/Hide individual frames populated in the frames tree view (A visual frame includes axes, name, and arrow to parent frame)
Frame pose (position & orientation)
Frame timeout
