What happened: Shoot creation fails due to etcd-events and etcd-main observed generation not recorded issue, despite the pods being up for both

How to reproduce it (as minimally and precisely as possible): Simple GKE deployment of gardener with a single zone and aws-route53 as the dns with backup active being false [etcd.backup.type is s3]
