E-mail: add a condition rule to check if a player has set an email address

It would be nice to be able to target only those players that have not yet set their email address and send them helpful messages to help them do so.

It would be nice to have an alternate way (besides in-game and Discord) to target these players to help them get the most out of the community. That way players can send each other messages while they are offline.
