Add support for Kazakh translation

Hello! I'm a member of an FTC team from Kazakhstan (#24881), and we want to translate the gm0.

Why Kazakh?
Unfortunately, not all Kazakhstan teams have a good knowledge of English, which limits their ability to access most FTC resources comfortably. gm0 is a good place to find out about various aspects of FTC, so we are engaged in translation of it to spread such a beautiful guide for every team of today and tomorrow.

Yet we have a couple of questions:

1. How do we perform the translation? Like, is there any hosting to place our work?
2. Is there any formatting nuances or something like that?

If you make an account on transifex, you should be able to request to join as a Kazakh translator. @abidingabi will be able to accept that and you can start work on the translation!

@Muxmoon I accepted your language request and added you as a coordinator for Kazakh. You will be able to add more people to help you translate.

The two main thing with formatting are that the RST syntax needs to remain intact (for things like links), and that the strings need to be translated and reviewed in Transifex, not just translated.

I will publish the Kazakh version once the translation is 50% or more completed, feel free to ping me here when that happens. This is done because we have had issues with people offering to do translations who then proceeded to only translate a small portion of gm0, and we prefer to have a fairly cohesive experience.
