Support describing JSON files

The describe cli command is very useful for describing CSV and parquet files but doesn't seem to work for JSON. We were trying to use it here: vega/vega-datasets#629 (comment). I understand that JSON files can have very different formats but basic support for column and row based JSON should get us 95% there.
