The tooltip for Splash (specifically on Versatile Vial) says that splash damage occurs to all creatures within 5 feet on a failure, success or critical success.

On page 292 of Player Core, "A bomb deals any listed splash damage to the target on a failure, success, or critical success, and to all other creatures within 5 feet of the target on a success or critical success. Add the damage together before applying resistance or weakness, and don’t multiply splash damage on a critical hit."

Page 283 of Player Core 2 has same wording as Player Core.

The "failure" should be removed from that part of the tooltip. The remainder of the tooltip is correct that only the target takes splash damage on a failure.

We probably should, but until PC2 we had PC1 and GMC (below) to go by.

If an attack with a splash weapon fails, succeeds, or critically succeeds, all creatures within 5 feet of the target (including the target) take the listed splash damage. On a critical failure, the bomb misses entirely, dealing no damage.

PC1 has the wording I quoted above (at least my PDF does).
