Fora communities should be able to be members of other Fora communities. If a Fora community is a member of another, then all members of the subcommunity can interact in the larger community; and the subcommunity can vote as a single bloc in the meta-community with their collective vote equal to the voting power of the subcommunity.

This allows for interaction between multiple communities using a standard broader set of rules, while still allowing for niche spaces within each subcommunity which may have more narrow rulesets.
