How to configure "WhoIsSethDaniel/toggle-lsp-diagnostics.nvim"

Hello,
I am using toggle-lsp-diagnostics.nvim to toggle diagnostics on/off. The below is this plugin configuration.
But the diagnostics is always on by default when I open a file, even with "{start_on = false}".
Could someone tell me what is wrong?
