Speeding up list.append

I see a couple of things that could be done:

• Inline the allocated > len check, avoid calls:
  • bpo-47009: Streamline list.append for the common case python/cpython#31864
  • Some basic list comprehension benchmarks 1.2x faster
• Add a reference-consuming version of PyList_Append (also GH-31864)
• Replace PRECALL_NO_KW_LIST_APPEND by PRECALL_NO_KW_LIST_APPEND__POP_TOP?
  • bpo-47009: Let PRECALL_NO_KW_LIST_APPEND do its own POP_TOP python/cpython#32239
• Maybe some way to convert the type-checking inherent in LOAD_METHOD into knowledge that the object is a list without that extra check, then avoid the INCREF/DECREF of the callable?
