missing eyeballs decoder in the code

According to the paper Relightable Gaussian Codec Avatars, there should be a eyeballs decoder, but I can't find it in goliath-main\ca_code\models\rgca.py

You are correct, this release does not correspond 1:1 to the RGCA paper, and that is the main difference.

We do not have plans to release the eye decoders at the moment.
