Support for Xcode's New Build System

First of all, I'm sorry if this will be a duplicate question, but I couldn't find any issues related.

Does xcbuild support Xcode's new build system (which is also called as xcbuild) that was proposed starting from Xcode 10?

I'm thinking about switching to facebook's xcbuild on our CI jobs because of its incremental build features. However, I want to be sure that we can still use the new build system.
