specs: remove meta section

There isn't a need to put the linting rules in the spec, they should be in the `README`. We also don't care about Go linting rules in the spec, they should be in the monorepo `README`. This commit cleans up the specs by deleting the `meta` directory. It is also no longer displayed as part of the mdbook setup.
