Description below only applies to Hyperrvisor cluster.
If all licenses on all databases are active (not ignored) if one host in the cluster has no capped CPU the flag olvmCapped must be false for all licenses of all DBs in the cluster.
If at least one license on one database is not active (ignored) and the related host has no capped CPU the and it is the only host without capped CPU in the cluster, flag olvmCapped must be true for all licenses of all DBs in the cluster.
