Add a test that confirms that the LoadBalancer service (MetalLB) is operating correctly.

We'll have to decide if we test metallb, kube-vip, or both in E2E tests (since this is an expensive test operation).

I'm inclined to move forward with kube-vip as the default, tested, configuration.
