But things took a dramatic turn when the governor was implicated in the closure of the George Washington Bridge in late 2013 to 2014. Saladin Ambar, a senior scholar at the Center on the American Governor at Rutgers University, said his poll numbers reflect his poor handling of the controversy.</p><p>"Had he come out ahead of the scandal and accepted culpability, it may have taken out the sting a bit," he said.</p></div>
