0.23.0-rc

What happened?

Steps:

1 Open overlay sandbox
2 Click on user logo in the header
3 Click on 'this form' or 'report an issue' link in the footer
4 Try to close modal window

Actual result: it is closed only after 2nd attempt; there are 2 elements in the DOM
