"Application must be stopped" error appears if Admin approves unpublish request for the code app in deployed status

What happened?

1. Be sure to have published deployed code application
2. Create unpublish request for the code app
3. By Admin approve the request -> error appears; request disappears; the code app stays published -> inconvenient behavior

Need to discuss expected results:

1. don't allow to send Unpublish request if the code app deployed (disable the button and show tooltip-explanation)
2. don't allow to approve Unpublish request by admin if the code app deployed (disable the button and show tooltip-explanation)
3. in background stop the application and then unpublish after approve Unpublish request by admin, on UI show Undeploying status
