Thanks for your comment here. I've looked into this further and confirm that this should not be the case. Once a Webin account is created, users should have access to Test and Production Webin services (this is the intended use). Have tested this on my previous Webin accounts and I was able to submit on prod and test environments on the same day of creation. I think you may have encountered a random or unique issue on the day?

It's best to reject the PR, as I think it's conflicting on one of the other PRs that you raised (which I'd like to approve). Please do let us know of any specific issues you face through helpdesk and we can update documentation related to these issues if they are systematic and exist across all users. Let us know if you do still face this issue too.
