解决了：

修改/etc/emqx.conf，最后一行添加如下

authentication = [
    {
        backend = "built_in_database"
        mechanism = "password_based"
        password_hash_algorithm {
            name = "sha256",
            salt_position = "suffix"
        }
        user_id_type = "username"
    }
]

随后重启服务
