"Explain" buttons in settings step

To better understand what's the background of each panel, they should get sth. like an "Explain" button. This triggers a quick intro into the functions of the panel, basically the same functionality as the tour in DP, cf. rl-institut/digiplan#186 . There should be one for main settings and one for each detail settings panel wind, PV ground, PV roof.

@bmlancien Could you please make a button design proposal? Sth. like this (maybe you've a better approach..):

Sure, here are 2 ideas:

1. It looks like a button and therefore it might be too visible and compete with the main content.

2. It is more decent but still visible enough to be seen.
