Difference in instance termination behavior between API_Terminate and API_TeardownResource

API_Teardown waits for all the instances to terminate before it returns while API_TeardownResource returns immediately. Is this difference intentional? If so, we should add a note explaining this difference to the user. If the difference is not intentional, then we need to make the behavior consistent.
