GitHub intergration

One of the ways to use PacOps is GitHub Actions.
But I'd like it to be usable in different CI pipelines and in multiple git providers.
This particular discussion is about multiple providers thing.

While I'd like to start with GitHub, we have to keep GitLab, sr.ht in mind.

So.
When there is an update we should create a branch and a pull request.

Before creating we should check if it's already there and update existing one instead of creating new.

With sr.ht it might be impossible to chech if there is an existing one if we are using patches over email.
We can try creating branches with specific name to signal that there is an existing update.
