localisation issue #277

When having standard Dutch localisation settings
with
Thousands Separator being .
and
Decimal Delimiter being ,

processing Contribution Pages and Webforms with the Mollie payment provider gives:
Invalid integer part 10,00. Invalid digit , found

This error did not occur in 3.21, but does in 3.24
