Refine timing of Starrigavan slide #21

This was a major slide, and it would be good to clarify whether it occurred during a critical period or not.

Best way to timestamp it might be to look at nearest seismic data during the best known window for when it occurred.

Document how it was first reported.
Document most likely window for when it occurred.
Look at river behavior during that period
Look at seismic behavior during that period
Look at Starrigavan stream data, if it exists
