A function in a View or Fragment based on .fxml will show as unused in IntelliJ's display of the Kotlin file even if there is a reference in the .fxml.

It might be possible to hook into the FXML processing and override the error annotation placed there by the JavaFX plugin, but currently I have no idea about how to do that. When I have time I'll try to ask in the #intellij-plugins on kotlinlang.slack.com and see if anybody there can help.
