Demo local deploy system

@rqthomas Talking with @mdietze , I think we should add a demo local deploy. Just a rocker container and a minio container, no Caddy, no monitors, no volume binds, and bind local ports. That way someone can stand up a self-contained system that can start sending data to buckets without needing any external AWS or Jetstream2 accounts.

Awesome! Would it make sense to include a script that creates the set of s3 buckets with the associated permissions? That would help easy launching from scratch. Since this is forecasting CI the bucket names are general and represent the key steps in the forecasting workflow.
