also affects --weights.tls-penalty and --weights.turnaround-penalty.

The solution for #15883 (adding a dummy via-edge) has the downside of potentially adding a lot of extra edges into the routing graph (connection permissions are rare but minor links, tls links and turnarounds are probably in the majority).
