Include repos to check in Dependabot rota message

When we report the Dependabot rota in Slack, it would be helpful to print a message containing the names, and links to, the repositories that need to be checked. This means we would no longer need to check the spreadsheet (which will be removed as part of #664) and makes it less likely that a repo will be forgotten.
