Make TEI enhancements toggleable

For the TEI Publisher component which renders TEI text as HTML, there should be a switch that toggles between tagged and non-tagged versions of the text, just in case the tagging is low quality and the reader wants to disable it.

This can be accomplished by switching the ODD file to something that doesn't render any tagged entities in a special way, and reloading the TEI publisher component somehow.
