Port backup and shutdown from dashboard

Before disabling the new dashboard we agreed to move the backup and shutdown actions from the old dashboard into monex.

As we discussed during the last community call @JoernT will add backup to the new dashboard, shutdown is still destined for monex.

@duncdrum, @JoernT I thought we agreed on Monday that backup and shutdown stay in the Dashboard. I'd rather see a "Admin Section" within the Dashboard than moving admin functionality into our monitoring and profiling tool Monex.
