Filters: build out first layout

What

Build representative layout for filters.

Filter layout should contain the following blocks the filter, the header, the active filters and the data layout.

On a small screen this should be a single column with the header, the filter, the active filters and the data layout

This should be variant 3 for desktop and variant 6 for mobile.

Why

The assumption is this provides better use when in a smaller screen view as the primary task is to see the data

Done when

• Review layout from above and firm up requirements
• Explore and build layout from prototype example
  • Option 1: css template
  • Option 2: screen width size
• Review current component work and how it fits in to prototype
• decide next steps in terms of publication and documentation

Outcomes

• A releasable layout
• understanding of what else we need to do
