feat: Review implementation of 'address look up'

What

As part of the work to build out prototype plugin and casa plugin we should take a chance to review what we have found in production.

Why

Some teams may have undertook active research to improve the pattern or needed to make changes based on service requirements, we should understand what they are and see what we can learn

Done when

• Documented list of services using 'address look up' including requirements around fields
• Review of our version of pattern
• Session to review output
• Document of changes we want to make
• Document of versions we want to prototype
• Documented updates to the casa plugin ticket

Outcomes

We should have a clear understanding of what we want to take forward into the prototype/development version
