This is similar to #266 but slightly different. I get short or zero length streams without accompanying basins but not at the junction of more than two tributaries. See the image:
1849 drains to 29081 which is a short stream without a basin and should really be part of river segment 1849. Then 2981 and 45081 drain to 45113. 1849 should drain to 45113 directly. I see no reason for getting the short stream with ID 29081.
Basin IDs are in black, river segments are in red (top is the LINKNO and Bottom is the DSLINKNO)
