How to use onConflictDoUpdate on tables with both a primary key and a unique column

I have a postgres table like this:

{
	id: integer('id').notNull().primaryKey(),
	name: citext('name').notNull().unique(),
	description: varchar('description'),
}

I would like to insert or update a number of rows which are either:

1. Entirely new (all columns are new)
2. Entirely updated (id is the same, but name and description are new)
3. Partially updated (id and name are the same, but description is new)

I've attempted to do this through:

.onConflictDoUpdate({
	target: names.id,
	set: {
		name: sql.raw(`excluded.name`),
		description: sql.raw(`excluded.description`),
	}
});

But I end up with error: duplicate key value violates unique constraint "table_name_unique".

Is there a way to perform an upsert which satisfies all three scenarios?
