[Bug]: Buried Treasure Maps Don't Load

• I can reproduce this issue consistently in single-player
• I can reproduce this issue consistently in multi-player
• I have searched for this issue previously and it was either (1) not previously reported, or (2) previously fixed and I am having the same problem.
• I am crashing and can provide my crash report(s)
• I am using the latest version of the modpack

Describe your issue

There are chests on the first floor of the libraries that say employees only. Inside these chests are buried treasure maps. In my single player game, they work. I set up a server and the buried treasure maps just say "Working".

Steps to reproduce the issue

Go to a library and look in the chest in the employee only room.

This is a known issue that's been a problem since we were testing the pack in beta.
