Restore the local cluster setup document that was originally part of the readme.

Not sure this is necessary. Can we track down the changes and why they were made? I seem to recall that changes to the local cluster configurations entailed changes to the documentation. Reviving the old documentation might be misleading now.

I'm building out a test cluster instance from master and reviewing the documentation to verify everything is correct and works as expected.
