Add support for legacy HDHomeRun tuner devices

This is a significant change that adds support for legacy HDHomeRun tuner devices (i.e., the HDHR2-US). Legacy tuner devices will now be discovered and become available for use by the addon for live playback only purposes. In a mixed environment where both non-legacy and legacy tuner devices exist, the legacy device will be used as a last resort. If a discovered DVR engine and/or any discovered non-legacy tuner devices are available to stream the requested channel, they will take precedence. In a legacy-only environment these checks will be ignored and streaming requests will automatically switch over to a legacy RTP/UDP tuner-direct mode.
