Wrong numbers of entries and exits (Abteilungsebene Übersicht)

Describe the bug

The tool "Anzahl Ein- und Austritt" gives numbers which are difficult to understand. An example was given by email.

Expected behavior

The tool shows every person who leaves the group with the color given by the actual "Stufe" by the time of entry or exit.
When someone changes from one "Stufe" to another, it is not shown by the tool.
We should be able to take the headcount at a given date, chose another date, add and substract the entries and exits between this two dates and get the headcount at the second date.

Actual behavior

There is inconsistency as depicted in the example sent by email.

Maybe it can be caused by the different maners the people are added or deleted, or maybe by the fact we can add someone in MiData but choose freely a "date of entry".
