Is your feature request related to a problem? Please describe.
Our navigation currently uses tabs on the left. This works well but was flagged by DAC as unexpected behaviour and they recommended formatting as links instead.

Describe the solution you'd like
Use of action links on the left panel instead of tabs.

We also need to consider the title and make sure there's a version of the title that updates when we switch which tab is active.

Consider adding a second example of navigation (likely linked from footer) that gives more of a horizontal nav, using the secondary nav from the design system:
