extra courses for certain requirements aren't overflowing to free electives

Describe the bug
If I take more courses then can count to a certain requirement, they should overflow into free electives. Instead, it just says I've done e.g. 36/30 computing electives.

Steps to reproduce the behavior: use my JSON
Term Planner.json

Expected behavior
It should cap at 30/30 computing electives, and the rest should go to free electives.

I am also able to reproduce this issue with my own term plan. Will look into the issue soon hopefully.
