Add participant by location search

Add search capabilities. At a minimum, users can search for a town/city and a country to set the location of an individual.

Alternative proposal: geocoder in the map interface to allow users to navigate to a town/city, without the system setting the location immediately at that point. If a user selects "Paris, Texas" when they meant "Paris, France," it would be annoying to have the location set there.

A geocoder over the map interface would also save screen real estate in the "select who's coming" panel.
