ADMIN MENU IS NOT SHOWING #1550

In DEV for some REASON the ADMIN menu is not being SHOWN
No error in logs.

bcms.main.js is not being requested to wherever it is

I had to use HTTPS in my devbox in order to see the menu...

why is that?.
