JoinComplete Step과 CertifyStep 두 군데에서 login API를 호출
login API 호출 후 cookie에 token 정보와 role 정보 저장
이후 cookie에 저장된 token과 role 정보로 접근 제어
두군데에서 cookie set을 하는 부분 리팩토링 필요
