As a tester of FMP2, I need it to be available in production behind a feature toggle so I can conduct smoke tests and ensure it is ready for release to the public.

Acceptance criteria:

  • The FMP2 vagovprod property in the content-build repo's registry.json is set to true
  • The form is available on va[.]gov behind a feature toggle
