I created a PR in vets-api (department-of-veterans-affairs/vets-api#18316), and it immediately failed this CI check:
@github-actions Require backend-review-group approval / check-approval-requirements (pull_request) Failing after 17s Details

my question is: the backend-review-group was added to the required PR reviewers automatically based on the files that were modified, so why would this CI check fail immediately, without giving any chance for the reviewers to review the PR?
