There is future case where we will want to give the user the ability to populate an FSR form with the data from a previous submission.
ie I'm a veteran with a chronic illness, I have a regularly reoccurring copay and I want to request a waiver for this copay when it comes up.
This ticket exists to map out the BE labor required and divide it into pointed tickets.
