Event listings: Past events do not appear

Description

In #19669 IIR helped fix an issue where past recurrences show up in Upcoming events filter: department-of-veterans-affairs/vets-website#33610

However: the code change also prevents any past event from appearing on VA.gov, so the Past Events filters are empty. We need to adjust that.

Acceptance criteria

• Past events, including past recurrences of a recurring event, should appear on:
  • Outreach & Events: https://www.va.gov/outreach-and-events/events/?selectedOption=past
  • A standard VAMC (Minneapolis is a good test: https://www.va.gov/minneapolis-health-care/events/?selectedOption=past)
  • Lovell
    • https://www.va.gov/lovell-federal-health-care-tricare/events/
    • https://www.va.gov/lovell-federal-health-care-va/events/
• Upcoming should display future events only, including only future recurrences of a recurring event
  • Outreach & Events: https://www.va.gov/outreach-and-events/events/?selectedOption=upcoming
  • A standard VAMC (Minneapolis is a good test)
